Character of the district

Beyoğlu is one of the districts where Istanbul’s late-19th-century urban fabric is best preserved; most of its centre lies within the urban conservation area designated by decision no. 4720 of 7 July 1993 of Istanbul Conservation Board No. I: Cihangir, Gümüşsuyu, Galata and Karaköy along the İstiklal axis; Dolapdere and Kasımpaşa to the north; Sütlüce on the Golden Horn. Culture, art and nightlife are within walking distance; in return there is no parking, streets are narrow and steep, and night noise varies by neighbourhood. Tenant turnover is frequent; furnished and mid-term demand is pronounced.

Neighbourhoods and housing stock

  • Cihangir, Gümüşsuyu, Kılıçali Paşa: apartment buildings from 1890–1940, high ceilings, Bosphorus views on upper floors; mostly without a lift or with one added later; foreign and creative-sector tenants.
  • Galata, Karaköy, Tomtom: restored historic buildings, loft-type flats, commercial ground floors; single and couple households; high short- and mid-term demand.
  • Kasımpaşa, Kulaksız, Fetihtepe: apartment buildings from the 1950s–1980s; families and long-term tenants; close to the M2 Şişhane and Haliç stations.
  • Tarlabaşı, Dolapdere, Hacıahmet: urban regeneration projects and new housing blocks; title, occupancy permit and at-risk status deserve a specific check before letting.
  • Piyalepaşa, Sütlüce, Halıcıoğlu: the Golden Horn shore; regeneration areas and new complexes; tenants from Haliç University, Bilgi University across the water and the offices around the Golden Horn.

Who rents in Beyoğlu

Turkish and foreign professionals in arts, media, design and technology; remote-working foreigners; single households renting furnished for short and mid terms; families in Kasımpaşa and Fetihtepe. The share of families with children is low; tenants who need schools and parking turn to neighbouring districts. Foreign tenants often ask for a notarised lease for residence permit and address registration.

Transport and daily life

M2 metro (Haliç, Şişhane, Taksim), the F1 funicular (Taksim–Kabataş), the Tünel (Karaköy–Beyoğlu), the T2 heritage tram (Taksim–Tünel), the Karaköy ferry pier and the T1 tram (Kabataş, Fındıklı-MSÜ, Tophane, Karaköy). Driving and parking are difficult; most tenants have no car. Shops, cafés and cultural venues are within walking distance; nightlife concentrates around Cihangir and Asmalımescit.

What a landlord needs to know

  • Check the title type: condominium ownership, construction servitude or shared title; letting a shared-title unit needs the co-owners’ consent or a use agreement.
  • Inside a conservation area, and in a listed building, even the alterations and repairs that need no building permit require consent: it is given by an authority that has a Conservation Implementation and Supervision Office (KUDEB) and, where there is none, by the regional conservation board directorate; anything beyond that — any construction or physical intervention — needs the regional conservation board’s consent and an approved project (Law No. 2863, Arts. 9 and 57). Carrying out even permit-free repairs without that consent carries six months’ to three years’ imprisonment or a judicial fine (Art. 65(4)).
  • Upper-floor flats without a lift see frequent tenant changes; the move-in and move-out inventory must be photographed every time.
  • A letting of up to one hundred days counts as tourism letting under Law No. 7464 and needs a permit from the Ministry of Culture and Tourism, the unanimous consent of every unit owner in the building, and a plaque at the entrance (Arts. 2 and 3). Lettings of more than one hundred days at a time fall outside the Law (Art. 1(3)), but that is not a blanket exemption: if the same home is let more than four times within a year of the first contract, an administrative fine applies (Art. 4(1)(g)).
  • In old buildings the DASK policy and the building risk report are requested for utility transfer and insurance; confirm the policy carries the same address as the lease.
